Just a question about the handlebars. The assembler left them loose, and they moved up and down and side to side (not controlling the front tire) when I tried to get on the bike. Did he leave them that way so I can position them and tighten them how I want? If so, are the Allen wrenches provided with the bike supposed to be used on the handlebars? Thank you!
